To carry out its responsibilities, the Washington office includes different divisions which support the governor and help meet our mission to represent the island in the nation’s capital.  Below you will find a description of these offices as well as contact information for each of them.

OFFICE OF THE DIRECTOR
The Office of the Executive Director oversees the entire operation of the Puerto Rico Federal Affairs Administration (PRFAA), including its headquarters and three Regional Offices.

LEGISLATIVE AFFAIRS
Legislative Affairs translates the Governor's priority issues into policy strategies.  The division directs and implements legislative and regulatory efforts on Capitol Hill, with the White House, and with federal agencies.

Richard Stanton
Legislative Director

As PRFAA's Legislative Affairs Director, Rich Stanton brings to the table nearly 15 years of bipartisan experience in Congress as legislative assistant, committee staff director and counsel to both Democratic and Republican Members of Congress.  During Governor Fortuño's previous service as Ranking Republican Member on the Committee on Natural Resources, Subcommittee on Insular Affairs, Stanton Congress was his staff director and counsel.

COMMUNICATIONS
The Communications office shares critical information about the Governor's efforts with the media, policymakers, and the public. The office also promotes initiatives that further the island's goals for Puerto Rican communities and organizations located stateside.

Director of Strategic Communications

Alison Lynn joined PRFAA after serving as Communications Director and spokesperson for Congressman Michael C. Burgess (R-TX). Prior to her tenure on Capitol Hill she served as speechwriter to two Secretaries of Transportation during President George W. Bush's Administration, garnering the Secretary's Award for Outstanding Achievement, one of the highest recognitions in a federal agency. During her more than 13 years in Washington, D.C., Alison has helped create advertising for Presidential, Senate, and Congressional campaigns and served as a spokesperson at the Republican National Committee.  She's also been responsible for award-winning strategic message development, crisis communications, and high-profile public affairs campaigns for Fortune 500 companies, as well as some of the nation's largest trade associations. She graduated with a BA Summa Cum Laude from the University of Florida and earned a MA from George Washington University's Graduate School of Political Management.

Press Secretary

Ken Oliver is an award-winning bilingual (English-Spanish) journalist, communications and public diplomacy professional.  Prior to joining Governor Fortuño's team in Washington, Ken served as White House Director of Specialty Media. He is also a former Assistant Secretary of State of Puerto Rico.  He earned his master's degree in mass communications at Miami University, and his bachelor's degree in journalism at Cedarville University.

 

ADMINISTRATION, BUDGET, & FINANCE DIVISION
The Administration, Budget and Finance Division ensures that all funds are allocated efficiently and that the Agency is a responsible manager of taxpayer dollars.

LEGAL AFFAIRS
Legal Affairs provides counsel regarding PRFAA's operation and other issues related to the relationship between Puerto Rico and the United States.  The office also provides legal advice to Federal, state and local agencies, non-profit and private entities regarding the laws of Puerto Rico.

 

FEDERAL PROPOSALS
The Federal Proposals team provides technical assistance on grants planning and development to representatives from the Government of Puerto Rico, municipalities, and nonprofit organizations.

Elsa Luis
Director of Federal Proposals

Ms. Luis has over sixteen years of professional experience in the areas of grants planning, development and implementation working with the federal, state and local governments, nonprofit organizations, faith based communities and the private sector in Puerto Rico and in the Mainland. She has experience integrating human service delivery systems to nonprofit organizations, faith based communities and the general public in the areas of child and adult education, training, workforce development, volunteer management, homelessness, child care, mentoring, medical care, law enforcement, senior and youth services. She also has experience in training, project management and design, development and implementation of new programs and the creation of public and private partnerships. Ms. Luis has a Master in Education from the Catholic University of Puerto Rico and a Certificate from the George Washington University on Federal Grants Law.
