Dynamic Duo: Gov. Luis Fortuño and Resident Commissioner Pedro Pierluisi

Governor Luis Fortuño, Resident Commissioner Pedro Pierluisi and the PRFAA team scored a major victory for the U.S. citizens of Puerto Rico, upon securing the inclusion of the island in federal health care reform legislation.  For Governor Fortuño, first and foremost, the legislation represented an opportunity to correct decades of disparities in the application of federal health care programs to Puerto Rico.

The governor of Puerto Rico exemplifies Republican philosophy. And he gradually has become the toast of pundits and political scientists, who say Fortuño is precisely what the GOP needs to grow.

 

Just one year into his term as governor of the U.S. territory, Fortuño has attacked an enormous budget deficit without raising taxes. He has come down unequivocally for party unity, even while turning down the volume on party rhetoric. Puerto Rico bets on public-private deals in 2010

MIAMI, March 10 – Puerto Rico’s government is preparing public-private partnerships to jump-start the island’s stalled economy and wants several of the big-ticket deals in place by year’s end.

Governor Luis Fortuno has in 15 months in office eliminated thousands of government jobs, put in place multibillion-dollar cuts in expenditures and pledged to eliminate the big municipal debt issuer’s persistent budget deficits.

His administration’s partnership initiatives are meant to lure outside investment to a Caribbean economy in recession since 2006 and come as the pace of global infrastructure deals between governments and businesses quickens. (more…)

First Act:  “Come to an agreement among yourselves, and then come back,” President McKinley told Hostos, Henna and Zeno Gandía when in 1899 they went to ask him for a plebiscite on the future of the island.  It was the first of the Federal Government’s excuses, for shirking its responsibility for the political future of the invaded people.

Years later (1923), the Puerto Rico Legislative Assembly passed a resolution demanding  that Congress and the President state their political aims for the island.  “We’ll take this seriously,” came the reply, with no explanation.

In 1937, a U.S. Senate committee held a hearing on the island, for several hours, to listen to the points of view of Puerto Ricans about status and economic development.  Nothing happened. (more…)

Governor of Puerto Rico Luis G. Fortuño advanced the cause of statehood for the commonwealth during a speech March 8 in Bailey Hall.

He titled his prepared remarks “Puerto Rico’s Stellar Vocation” and devoted much of the 25-minute talk to an impending vote by the people of Puerto Rico to choose independence, statehood or remaining a commonwealth. In the United States, the Puerto Rico Democracy Act, a resolution in the House of Representatives, also has the support of 181 Congressmen, he said.

“What makes Puerto Rico of real interest is the fact that this shining star of ours … is coming along on the road to statehood,” he said. (more…)

Remarks at Cornell University: Puerto Rico’s Stellar Vocation

Thank you Julio and Konstantin.  I thank you all.  I thank Cornell University, and all the organizations who worked together to make this event possible.

I am very glad to be here tonight.   I know you’ve had a tough winter.  Are you ready for Spring?  I hope you are.  It’s just around the corner.  Actually, the last couple of days have been beautiful here.

And our subject tonight…warm Puerto Rico…should help us all get in the mood for Spring.

You know, nature’s seasons…and much of human history…shows us that sometimes the toughest times are the prelude to renewal, and the dawn of some of the most surprisingly beautiful times.   

We also know that when it comes to the temporal affairs of humankind, we cannot count on any determinism.  The extent to which peace follows war…recovery follows recession, and injustices are corrected…depends on the actions we take, both individually and collectively.  (more…)

Puerto Rico Birth Certificates Law 191 of 2009 Fact Sheet

 In December 2009, the government of Puerto Rico enacted a new law (Law 191 of 2009) aimed at strengthening the issuance and usage of birth certificates to combat fraud and protect the identity and credit of all people born in Puerto Rico. The new law was based on collaboration with the U.S. Department of State (DOS) and the U.S. Department of Homeland Security (DHS) to address the fraudulent use of Puerto Rico-issued birth certificates to unlawfully obtain U.S. passports, Social Security benefits, and other federal services.

In the past, many common official and unofficial transactions in Puerto Rico unnecessarily required the submission, retention, and storage of birth certificates. As a result, hundreds of thousands of original birth certificates were stored without adequate protection, making them easy targets for theft. Subsequently, many birth certificates have been stolen from schools and other institutions, sold on the black market for prices up to $10,000 each, and used to illegally obtain passports, licenses, and other government and private sector documentation and benefits. The common Hispanic names of most individuals born in Puerto Rico made the birth certificates highly desirable on the black market. (more…)
