Support for democracy must begin at home. That’s why I support l passage of H.R. 2499, the Puerto Rico Democracy Act. Through this legislation, for the first time in history, Congress will establish a fair, direct process to consult the American citizens of Puerto Rico on their preferences for the island’s political status, starting with an up or down vote on the territorial status quo.
